Done running 10s outbound test (client to server) . . . . . 4.83Mb/s running 10s inbound test (server to client) . . . . . . 27.92Mb/s The slowest link in the end-to-end path is a 10 Mbps Ethernet subnet Information: Other network traffic is congesting the link And that site always says 4.83 so I know I upload faster than that. My point being this site isnt able to rank your upload that fast.

Did you ever go to Network Connections in control panel and change your duplex at all? If so did you do that also with your router? And if you didnt do it at all you should change it to full duplex.
