Im supposed to be on a 5/512k line. My upload is messed up, download is fine just not on tests, i called my isp to try to fix upload, and they uncapped the modem to see if i got good speed, i still got crap but then they forgot to cap it back up... My ISP also has 10 meg down, DSL that is

Since they uncapped my modem...

I just cant get that off testmy, my upload sucks on tests and just uploading to people
