Help with speeds please!

This is what is so frustrating, If i knew the connection sucked, I'd settle. But when I use the same connection to a laptop and get these speeds its so annoying!

See what I mean? This is only a couple of minutes later.

P.S It seemed to get stuck around 13 and 14 % done. I doubt that will help considering the most knowledgeable people in this forum have thrown their hat into the ring, I guess its a lost cause......

Ok guys, sorry for keepin this stupid topic up forever but i ran the test @ the other site in van buren's very helpful post and here are the results:

So I guess there's a problem with the router? But why is the first hop STILL timing out?
