It could just be a network problem. Try a powercycle and all the virus scans and stuff, if that still doesn't work do a test in the morning and if it's still slow call them.

I'm not admin, nor am I fromLithuania. I went to your ISP's website and looked at their packages. I would say it's because of your connection. If you want to be able to play games and do other things without lagging upgrade your package. Atleast get the 1024/768 package.
