BitTorrent running slower than dial up

I am having a serious problem with BitTorrent. 3 weeks it was running fine, blazing fast, but my GF bought a new computer last week and now it is slow as hell. I have tried using BitComet and Azureus as well as a couple of others, yet I cannot get my DL speeds above 10kB/s. Everything is configured properly. All NAT settings are good with the proper ports forwarded, my firewall allows all clients full access, and yet it still continues to suck. I have Charter high speed basic 3MB package. When I have to download updates or trial programs from websites it consistently hits 200kB/s. It always runs at near rated speeds with the exception of BitTorrent. Is there something that I am missing b/c this is really starting to annoy me and is really making me consider going back to using Kazaa or Limewire. Any help would be appreciated.

I am currently using Azurues as it has given me the best results. At this point, Azureus is basically the best turd in a pile of sh*t. Looking at it right now, I am connected to 72 seeds and 36 peers. Current speed is 5.6kB/s and 9.1kB/s upload. I am forwarding port 51666; just a randomly selected port since using the default, which I believe was 6881, was continuously generating a NAT error even after port forwarding. I just cannot seem to get any BitTorrent client to generate reasonable speeds.
