Help really slow speeds

Hey, so we got wireless broadband afew weeks ago, the advertised speeds are 3.0mb down/ 750kb up but not gettin close to that

Connection is:: 1640 Kbps about 1.64 Mbps (tested with 1013 kB)

Download Speed is:: 200 kB/s

Tested From:: https://testmy.net  (Server 1)

Test Time:: 2006/04/17 - 11:26am

Bottom Line:: 29X faster than 56K 1MB Download in 5.12 sec

Tested from a 1013 kB file and took 5.062 seconds to complete

Diagnosis: Awesome! 20% + : 22.02 % faster than the average for host (bigpipeinc.com)

The down speed isnt that bad, but the upload isnt even close!

Tested from a 579 kB file and took 55.37952 seconds to complete

I contacted my isp and they dont know and said theyd phone back *soon* ... last time they said that it was 5 days, so im wondering what could be causing this, i ran the tests in safemode /w networking, as well as on a different computer, same thing. I logged into our wireless reciever and theres RSSI and Jitter (interference). They said the Jitter shouldnt go above 5, but ours is averageing 4-7. Could it be alittle bit of interference or is something just not setup right thats causing the bad speeds (mainly upload)
