My friend has Cox and he gets somewhere around the advertised speeds and his latency on those tests are usually like 60 or so. My ISP is basically the same as Cox, and I also get low latency. If you ask me it looks like Cox is overloaded in your area or some error on their end. I don't think you going to be able to do anything about it.
