i just got my account through adelphia and all that i can say is WOW! what a step up from my SUPER slow dial-up!! when i first got it, i did some speed tests and i was only getting aroun .5 meg to 1 meg. AWFUL! i was very discouraged, but then i found cablenuts. after tweaking, i am getting around 5.8 megs down!! it is supposed to be (i think) 4000/400 for the regular high speed internet. my uploads arent that good though ~ 380.

dumb q?: what determines how fast a web page comes up; download or upload speed?

It's really the server from which you are downloading the web page. Even if you have a 10 meg down connection, it won't matter if the website's server can only upload at 50 kbps.

Its both. If you have a realy high download speed, and 56k upload, you wont be loading web pages too quickly. You need both download and upload to load webpages. But usualy 30 -> 90 kbs upload & down is all that it takes to load web pages quickly. ( unless it has inbeded music, and flash, things like that. )
