I haven't seen below 400mbps upload on OOKLA and it seems like it doesn't have enough time to keep climbing, as it only gets faster as its loading the data. My advertised speeds are 1gbps up and down.. Its fiber to my SOHO, Ethernet to the PC. Keep in mind the single thread upload test here isn't going to show your full speed. I'm currently working on a new upload test for connections like yours.
