I've gotten a 22 Mbps on Charter before. For some strange reason, I reset my cache so many times, and I still got that download speed. But when I actually downloaded a file, it was only like 0.75 Kbps. I called Charter and they said they were doing some tests or something...either way the true speed wasn't 22 Mbps.
