Correct me if im wrong but, i think the upload test is not very accurate when it comes to fat fiberoptic connections. On that connection your upload should be the same or very close to your download speed. here you got 5600/18969 Kbps = 29% of your download, thats more like a halfduplex connection. Im not saying you have that but its kinda strange no one can post a nice upload speed here, so until somone convince me wrong im blaming the uploadtest.
