My cable/phone company offers the following package for cable internet:

Download speed up to 256 kbps (it doesn't even advertise the upload speed) for $39.95/month (with modem and surge protector lease).

To make matters worse, here are my latest tests:

I've installed cablenut, ran spybot and Norton anti-virus and nothing is wrong.I've also read some of the other stuff on here, but nothing seems to help

I'm about to throw the whole thing out the window.
