went from 4000 to 7000 in 7/06 as i needed ethernet connection for router. was enjoying1000kbs @$59.00/mo prior. now speed is usually<200.  spent hours on the phone with support, had 2 tech. visits to tell me my equipment was ok. also told i would hear from engineering twice. never happened.  was rebated 2 months of service. talked to tech this weekend, who tweaked the software. worked for a couple hours. said i may need to change satellites. no other providers where i live. (the tech even suggested changing!)  any ideas??

Is there anything running in the baqckground? Try clicking on Ctrl+Alt+Delete and click on the applications tab. See what is running there.

Have you got anymessenger services running? MSN or Yahoo?

Are you using a router? Wireless or wired.

Do random speed tests on the Hughes site as well (even though its not as accurate) this will help you demonstrate your issue at hand. Most times support only acknowledge Hughes speed test site. Maybe the will put you on a different transponder. Looks like you might be on the phone awhile to get the transponder change? Took me many hours....but it was well worth it.
