Are you doing a system restore or a system recovery? They are two different thing.  A system recovery usually take the computer back to the factory setting [ when you first brought the computer ], by using a DVD disk or a recovery partition on your harddrive. A system restore lets you change your setting to a previous version of your  windows settings.The most system restore will allow you to go back is a month or two with your windows setting..

And if you can not make a system restore, you may be heavily infected. I suggest safe mode deep cleaning real bad.  [nerdly]

Restart the computer and hit F8 key in top row till you arrive there.  And click on safe mode with networking. And hit it with all the antispyware and malware cleaners you have, and defrag and diskclean after. Then reboot and see if it works.
