well they have cable and thats what happens when you host on cable.  you get capped and that is exactly how my cable isp was(optimum online).  ditched them and got dsl and no longer have any problems throwing up 3 to 4 16 man servers but with the cable i had like an average of 950 up and over 9500 down on peak hours and couldnt host 8 people.  this was also before i started trying to host and it was already capped at 8 people like the ports for xbox were capped to a certain speed.
