Do you use a router? If so you need to forward the correct ports to lose the firewall.

The router may have a builtin firewall as well.

if you are behind a router, try putting your pc in the DMZ, and see how it works...If it works fine in the DMZ, your router is blocking it..

You can also make adjustments within LimeWire/FrostWire by using the tools/options tab and scrool down to advance and click on Firewall Config. Look at the pic below:
