Yup. And partially thanks to Van Buren for his 10 Mbps full duplex tweak. And thanks to Comcast for "accidentally" letting me have more bandwidth .
Well, my "true" speed is shown in my attachment image.
My LAN is connected at 100 Mbps, and my NIC is capable of 1.0 Gbps (Gigabit ethernet). It looks like my internet is roughly at ~10 Mbps according to speed test results.

Download DrTCP here: http://www.broadbandreports.com/front/DRTCP021.exe
Leave everything blank or at default, and set RWIN (Tcp recieve window) to 64240. Save settings, and reboot your computer
Well, it isn't about my top speed, it's about the stability. Sometimes, when running a speed test, my speed may dip into the 5 Mbps - 3 Mbps range, because it "stalls" for a few seconds. I think I still need to optimize this connection for the best, reliable connection.
Well, from your point of access, you should realize that about a thousand people are using the line you are currently using, so its only natural that it will slow it down a bit. But 300+-400+ KB/sec range is pretty good for that kind of bandwidth usage. I'd say your connection is pretty powerful to provide that many users that much bandwidth.
Thats about as good as it gets, put a fork in it, and you're done.

That means, other sites are under load, or Microsoft's server is closer to your location.
ftp://ftp6.us.nero.com/Nero-6.6.0.16.exe - Try downloading this, and see your speed. Nero has a very reliable server.
