Your ISP is most likely saying that your speed is 256 Kbps, Kbps not kB/s. You're getting 216 Kbps which is pretty good considering the distance between you and the server. And when you're getting 35 kB/s you're actually getting more than your advertised speed (about 280 Kbps, see the speed conversion tool). ISPs usually sell their plans based on line speeds in Kbps, Mbps or Gbps. Not by file transfer speeds of kB/s MB/s and GB/s. Both are listed in the results here because different people have different terms that are familiar to them...
