If they say there's nothing wrong, at least you get it on record that you are having trouble during parts of the day. If enough people call with a similar problem, they will probably do something. E.g. for example, VDSL, Cable, Fixed Wireless, LTE, etc. If you connect to your ISP with a wireless connection, the bandwidth shared with everyone else in line of sight with the base station on that ISP. This is similar with 3G and 4G (LTE) based connections where the cell tower bandwidth is shared amongst the customers connected to that cell tower.
