can someone give me traffic control tools

Turn it off on the one you want to use and leave it on for the one you don't. I dint know how much of a difference it will make but its free. Go to network connections right click and go to properties. In the window scroll down and UN check qos and your done. thats right click on local area connection. Sorry not network connections

How, and which computer should have it on. The comp i am using i want to have the better performance, i want like 90% of the connection and the other comp 10%, cuz the other comp uses only email and browsing.

Well, if you download stuff on the pc that uses 90% (or is to use 90 percent), then some programs (mIRC for instance) allow internet bandwidth to be used by other pc's on the router (in the LAN) as well.. The download or upload speeds go down a bit for a while when the other pc uses the net but then it goes back to normal.. Of course for best results you can use net bandwidth limiting programs (e.g.: NetLimiter), but then you can use only 90% of your connection even if the other pc doesn't use any bandwidth at all..
