it depends solely on the isp. there are some for example that will forcefully change your ip every 24 hours or whatever they choose, simply to make sure that you do not have a static ip without paying for one. these are usually the ones that offer consumer accounts with dynamic ip and corporate ones with fixed ip.

it says on the site. they shot with a 400mm lens, thats 500mm or so equiv on a standard 35mm cam. that means all the little pics are well zoomed in, then stitched together. there's plenty of utils out there for you to do your own panorama shots at home. this is just taking it a step ortwo further.

noone conned anyone. the mage is 2.5 gigapixel, or close enough. the image however is a composite of a fuckload of 3mp shots. take the 'ghost' if you look at him, to his right is an image of the same guy coming out behind a building. this shows how the pics of that part of the image were shot, panning right to left horizontally, catching the same guy twice.

read the specs. its hundreds of 3mp images stitched together, with crappy perspective correction, as you can tell by the warped cars at the edges of image. also the image took more than a week to finish, as the cut off people show. so what good would a camera like that do the government?
