Property environment could be a cause. Rural, Suburban, Multi-dwelling areas react differently underload. If a splitter is damaged, hastily connected, or just may need cleaned and reterminated.
I am not familiar with iRacing's requirements but I would double check all hardware and settings on your system. Work backwards like water draining back to gateway. A hard bent ethernet cable, animal chew even sunlight can degrade cabling performance... Coax wallplates do go bad. Isolate gateway from its current power source check for changes. If doing all that you do is on Wi-Fi check for channel interference and crowding.
Knowing more variables of your situation could help.

Why not just buy your own cable modem? The ISP ones usually suck pretty bad anyways. When I had Cox, I always bought my own modem and never had even 1/10th of the problems I heard others complain about.

In other words, you'll have a lot of information to look through that might not be relevant to you. The design is also a little ugly by speed test standards. It takes a few clicks before you begin a test, which isn't as streamlined as other speed tests that feature big "Go" buttons as soon as you load the page.

You'll get this error if you run too many tests too quickly. It should be there... but not unless you hit the test more than you did.
It shouldn't happen on your first re-test like that. I was seeing it too, when combined test was used and re-test was quickly done. I made an adjustment and it now passes properly under that scenario.

I'm not sure if this is a bug or something intentional, but had the following large pop-up during a test. I ran a combined linear test, which completed successfully. I enabled multithread, clicked "Re-test", closed the full screen pop-up ad and the after the first stage of the upload test appeared, it displayed the following large count down and asked me if I want to continue with the test, which then completed successfully
Edit: I ran a handful of further tests, including simultaneously on my mobile (different 4G connection), but didn't get this again.

First, All of the the database results are from TestMy.net only.
There are also several ways you can programmatically extract the averages.
I'll use Comcast as an example but this works for locations as well.

You can make a simple program to CURL and parse that output, explode and then make arrays out of the data. Make sure you set a reasonable limit to how often you query or it will be seen as a threat.
And please share with others where you're getting your data. TMN is 100% word of mouth.

I'll correct that, I didn't update the old My RT program with that mirror's information yet. Thanks for catching that.
That mirror is slightly different than the rest, not built into My Latency by default... unless you select that mirror, then you'll see the option. It was donated by WaveX ISP in Kenya, I own all of the other servers. Donated, but it's a full TMN server I maintain... first one. -- it also doesn't appear in the legacy multithread test right now.

You can kinda do that right now, by using identifiers.
Then take note of the date, later query the database for that date range to only pull the results theoretically from the one site. Maybe make a separate TMN account for these type of results.
I intend on making it much easier to organize in your situation by incorporating sub accounts. Which will help keep track of multiple overall scenarios. I like the name you just came up with, My Projects.
Bumping this up in my to-do list.

This rock, just off your island is the real western most part of Europe.

I mentioned 210 meters and wanted to say 210 km between the two dishes.
My internet is Fiber Optic FTTH, with speeds of 500/100 Mbps coming from the station connected to a submarine cable.
Your Latency 13ms and
Latency under load 16 ms and 15ms is excellent and more speed with the new dish.
I think 153/38 Mbps is more than enough.

With the automatic test you can also set minimum and maximum sizes now. So now you have even more control over that stuff.
