I just have one other thread, but yeah. this is just really making me angry at Comcast. I don't understand how someone can have NO upload speed. this is ridiculous.

Are you using a router?  Do you have a firewall running?  Post a screenshot of your running processes from the task manager, something must be hogging up all your upload bandwidth (unless you've been capped by your ISP?)

Also, make sure that you are free of any and all malware.  Try this online scan (XP/2000): http://www.ewido.net/en/onlinescan

you wouldn't happen to be uploading anything while running the test would you?

I'm not even sure it's possible to get a download speed that fast with that slow of an upload...

I'm positive. I have run every spyware test and virus scanner known and on task manager, there is not one suspicious thing running. there is really nothing else running besides Internet Explorer.

I've tested the upload speed on other things too, such as an FTP server that I used to get uload speeds around 70kbps... but now it just goes at speeds under 1kbps before timing out.

I even installed a new 3-way splitter but it's just the same results.

yes. I am using a router, but even when I plug one of my computers directly into the cable modem -- it is the exact same. it's just so weird how my download speed is great but my upload speed is basically nothing.

I didn't know that comcast would cap. why would they cap me? I am not a big uploader or anything at all. I don't play any sort of online games or upload any very big files.

I think you have a HACKER uploading from your comp.

Did a check of your Task Manager pic and this is what links in Google showed:

After reading through further links in Google, there are comments that conime.exe is part of Microsoft.

I did a check and found it in my c:windowssystem32 (file size 27,648 bytes) but I have never seen this in my Task Manager since using XP. Also, your conime file is shown as 280k in your Task Manager:

In conclusion, this exe file seems to be activated when your comp is set work with Japanese, Chinese or Korean languages.

So if this is true, then conime.exe appearing in your comp may be normal, though the enlarged file size is rather unusual. If you did not run any of these foreign languages, then conime.exe is suspect.

I run Japanese IME so that can't be the case.

I ran Spybot, Spyware Doctor, and Ad-Awareand everything is clean. I also ran Norton and AVG... nothing there.

so I don't think it can be the computer, and I think the file being used is a result of Japanese IME.

Can you deactivate your Japanese IME and the conime programs using the Task Manager and check speed again?

You can download and use this netstat meter to check if your upload (outgoing signals) is active at too high a level even when you are not uploading:
