I believe Singapore has heavy internet traffic especially during evenings 7-11pm. Here is a link where you can check the traffic conditions for Singapore and Asia. The previous ccs file is better. Make sure your modem is not near to other electrical equipment, like sound speakers, phone set, TV, etc. Traffic now is heavy, especially from Singapore to the US.
