Some times firewalls will mess with this, Have you tried tacking a test with it disabled? Have you cleaned your Temporary Internet Files? Also when was the last time you cleaned your computer?

FewlsFirst, Do you have a DOCSIS 1 or DOCSIS 2 modem. If Cox is on DOCSIS 2 and your modem is a DOCSIS 1 you are not compatible any more and 7-8meg is the best you will get until you change modems.

Tim, I couldn't find a 5000/512 file and can't up load here for some reason. here are two files a 5000/768 and a 4000/512. Make one out of two.
