if your ISP is blocking the port then you are sol.. There is nothing that the cable modem would do to beable to remove the block.. i am pretty sure that that is done at the node level.
the latest build 5308? is pretty solid.. a lot better than the beta 2 build that was release earlier..

The new intel macs are running Tiger.. From what apple is saying and what benchmarks are reporting the machines seem to be 3x to 4x times faster than the older G4 powerbooks.. The first shipment should be getting to the customers shortly.. Apple held everything due to the option to upgrade the processor from the original keynote specs.
Make sure that the DHCP client is set so that you are release enough addresses.. and that you dont have MAC filtering on

I looked into your "problem".. It doesnt look like this modem/router combo offers any type of traffic shaping or QoS. You could try denying the port that the program runs on.. but then you are going to have a pissed roommate.
I will continue to look into this.. but I doubt there is going to be anything that you are going to be able to do.

Not a huge supprise that your speed is low coming into the Dallas server.. that is a long way to travel and you are having to make your way through some of the busiest routers..
