That's completely accurate and it's about as high as HughesNet will go on consumer accounts. Your 150 kb/s was a "burst" that you only see for a short period of time while downloading. After a few seconds (or more) your speed will drop to around 130 kb/s depending on the time of day. Tweaking isn't going to help anymore.
