If it there router/modem and the VoIP service originates from them, they may have QOS values inherently set within the router. But you already said that they don't know you have a VoIP router installed . What router and or modem are you using ? And who is you VoIP provider ?

Please read this topic https://testmy.net/topic-1013 , and try the cablenut program, find the CCS file that fits your connection and use it. Post the speed differences. -
look in control panel for " sound " go to properties, and look around, you may have a program besides this that somehow got muted.

I would say not common, but the channel may be bad, or, the left channel is muted somehow.

Yes it could be bad even if the fan spins. Also, someone may have inadvertently changed the resolution to something the monitor may not handle, the only thing that stops me from believing this, is the " beep " you say isn't there anymore. Have you reset the BIOS by moving the correct jumper , or just pulling the battery for 30 seconds yet ?

Sounds like fun lol , do a couple up and download tests here, and post the speeds, my guess is, if you are testing through a VOIP test site, they may be wrong.

Can you still run " scf /scannow " in Vista ? To find out, close all programs, get to the command prompt, and type " sfc /scannow ". It takes a while, but it replaces all windows system files to there original state. It does'nt always remove user installed apps, but it will put the files where they belong. You'll need your installation disk, or restore disk that cam w/ the computer.

Paypal holds the information secure ( or as anything can be secure in this tech world ),and assigns the account a random checksum each transaction that way, NO information is transferred across the net. No need for any kind of firewall , it won't do you a tiny bit of good, when you transfer information, encrypted or not, they still get your info, and that means it has a chance of being recovered by whoever. Nothing is secure when you transfer information across the net. Nothing can't be seen by those who know what there looking at.
