I've been watching to my connection and the data rate compared to what data is being moved.

if I test a couple times in a row here at testmy.net , which I always found worked best, maybe setting up a solid route through the proper routers after a couple times.  Here's what happens, the connection gets throttled depending on the specific type of packet ! Yea, I said it, packet snooping. or sniffing.
