OK, so Vista uses RAM on startup. So what about after that. Does it really matter? In other words, doesn't it quit using that part of the RAM when it when it gets rolling?

That dual test is not giving proper results. Try these two tests. And clear your temp files right before before testing.

Those tests you used did not let the connection warm up. And this test likes clear temp files for accuracy.
