You don't! You got to complain to your ISP. Be nice and tell them your paying for a service and they will say its not their problem because their using a Backbone Service. Then you tell them you don't care about the crappy service their willing to except and you are paying them not the Backbone Service so give you a credit for the month because of their crappy service. Call every month until it gets better or more often if want to piss them off!
