Its funny ppl dissing SP2 but i cant see some solid information why its so bad compared to SP1
The only thing SP2 slowing down is some p2p applications, there is a fix for that here https://www.speedguide.net/read_articles.php?id=1497
it take some more sytem resources, so with lack of RAM and CPU you will slowdown, then disable unwanted Services with the file i attach.

what upload speeds do you get?
both at my server and Testmy.net

CA3LE is aware of the problem, i been bugging him abit
and hes working on it, upload test is very accurate up to around 1 Mbps, but after that its not...
It might be a duplex mismatch, he said he was goin to try forcing hes NIC to 100 Mbps full duplex

if you have a NTFS partition the boot disc from win 98 wont find the partition
in that case i suggest you to open BIOS ( on my pc press "delete" key as soon as your pc starts up )
then change boot sequence from default 1st bootdevice floppy, change that to cdrom and ( on my pc click F10 to save and exit ) insert your OS in your cdrom and follow the installation guide
if you installing XP you can choose to delete the c: partition and make a new partition in un allocated space, then windows will format the new partition for you.
good luck

find your router Brand and model, then go to the manufactors homepage and find the updated firmware.
like Swimmer said, try bypassing your router and connect your pc directly to modem and see if speed increase
if so you know the problem is in the router.

hey Konog and welcome to the forum
since you already have TcpOptimizer installed do like this
click custom settings
in Max MTU field change it from 1500 to 1400
also turn off windows scaling
also change TCP Receive to 46240
now click Apply Changes and reboot, also reboot your modem for 30 seconds

bypass the router and disable firewall during test, or config your firewall to allow ICMP traffic.
then you can see if the problem is at your ISP net...
also make a speedtest without router and see if you go faster without it

would be better if they added a trafficlimit on uploaded data so ppl dont leave pc on all 24 hours and abuse the bandwidth
lets say a trafficlimit on uploaded data 150 GB / month would be enough for most ppl, and then a option to buy extra bandwidth of each 50 GB for a fair cost...
