they dont need to come to your house to check modem signal and packetloss to your adress
Since you have good speed sometimes, my guess is packetloss when traffic is high

if you used to get 7.5 Mbps with cablenut tweaks, and suddenly its slowing down. then its not a problem with the settings...
packetloss on your route is more likely
