Ok first off.. post something in the make it faster forum for some help on the speed issue..
The dynamic ip to static.. that is there for a reason.. it makes it harder to run a server off your connection.. Most of the time it is more $$ for a static ip and it is most of the time included on the business class packages..

It seems to be a linksys spin off.. for low cost products.. the company name is Network Everywhere
then it sounds like it could be spyware, driver, or system related.. if you are using local servers you should not have any problems with lag. unless you are trying to game during high traffic times..
As far as one connection being able to detect it and another not being able you are going to need to provide more info on that.
For security stuff.. type 192.168.1.1 and then you should be able to get onto the web based router config..if this is your first time using this web config and you have not set a password then leave the user name blank and the password should be admin..

I would recommend using wpa instead of WEP which they use in the guide.. also make sure that you diable the ssid broadcast after you have all of your clients up and running!
I think he may have changed hosting providors.. which take 24-48 hours to for the DNS to update for the new ip.. That is just a guess.. he was talking about removing the ads on his site..

My guess is that the server was hosted in chicago.. most of the CS for some reason or another is based in chicago.. Which makes no sense because Chicago isnt known for its speed.. That is what I am thinking.. so you might want to find a local server.. in AZ.. i am sure there is a local club who runs a server somewhere near by.. Otherwise I dont know what to tell ya.. you are just going to have to deal with the lag if you want to get into a server that is in Chicago..
