Or try Limewire lite, IMO it is better than Kazaa since Kazaa turned to shchmitmo. I DL songs around 200kb right away on limewire, on Kazaa its a delayed build to about 150.

To answer the question, when I had dialup I used an expenseive filter and it actually slowed down the DL/UL. It was built into a high dollar Surge Protect.
