I dont know if you could get your computer to keep a IP address, but you could try a service such as http://www.no-ip.com/. Also, leaving your computer on probably wouldnt help, but that depends more on the ip lease time that SBC gives you. I.E., ATT had a fairly long lease time of a couple weeks.

I'm not sure on this, but I believe that the secure protocols that secure websites use require lots of communication back and forth between the server and your computer. The reason your speed is so slow on secure websites is because of the near 1/2 second latency with each transmission. But again, I dont know this for sure. I hope this answers your question

80GB a month (2.66 GB a day) is good. Based on your average download speed of 369KB/s, you'd have to download constantly for 2 hours at max speed a day(if i did my math right) to fill your bandwidth. I highly doubt you will ever download that much

Apache is a nice server, and free. http://httpd.apache.org/ It may require some manual setup though.
