Wrong forum. The maximum speed of a cable modem is 50 Mbps or so, minimal is 0 of course, so that makes an average of 25 Mbps. If you're not capped. Considering your speed I'd say you're capped at 3 Mbps. You're at 90% of your advertised speed already, so it's great already. But if you want to tweak, go ahead and get faster. The 3 day average on testmy.net is about 1.3 Mbps, you're way above that. Beware that you'll be placed on the list if you go over 3 Mbps.

I'd say, get used to it. Your upload is still very nice. I get 1/3rd or less of what I should be getting. I wonder if there's going to be an increase in upload at all when the upgrade comes.

Will try that later. I'm dumbfounded by news from chello. They're going to increase caps to 4096/1024 for my package And I'm getting a new modem, because this old bugger really needs replacement. It could also be a way to get newer firmware on them, so that Chello can monitor us better.

Thread revival! Update: switching plugs did not change anything. As if the packets this computer sends are put in the back of the line, with the packets from the new comp taking precedence whenever possible. Ran an upload test on both computers and both got about this: :::..
