That is rather slow, unless your advertised speeds are 512/256. Have you tried tweaking the RWIN (+other random registry setting) yet?

You'll always lose up to about 200 kbps download even if your connection to Testmy.net is awesome (like mine, and I'm not bragging), when going across that huge aquarium. There's still a bit of tweaking you can do.
