As far as I know upload can't be tweaked. Which sucks, because I get 12 to 100 kbps upload instead of ~300/350. Amazing upload! Go host a server Edit: your Cox problem might be someone in the neighbourhood leeching more bandwith than he should, or the node you're on is too crowded.

I think they do. Here in Holland prisons are really luxureus, I wouldn't be surprised if it's faster than what I have now. Either way, it's worth a try

Last time I'm going to reply to your question: Because there will always be some loss of speed when you make a connection to a server that is not directly near you. And the route is not always perfect. You get what you pay for, trust me.
