You can have a huge pipe, but if the server can only send a few packets per second, you will not benefit from your connection speed. A faster service is useful when you download a lot, and/or use P2P with many downloads going at once. Even then it's a matter of finances. Can you financially handle the additional $25? Of not, don't do it. The question is rather simple: Do you need the increased speed, and is it worth the additional cost per month?

That's a great score already I'm guessing you pay for 3000 kbps download, and you get a bit more than that. Now, it's possible that you can squeeze out a few more kbps by tweaking, but it's unlikely.

Congrats man! I finally convinced my dad to run some program that keeps statistics on our download/upload, so someday we can go complain about the craptacular upload we get. First test: 125 kbps upload (to a server in Holland )

Doubt it. Unless you've done only a few tweaks so far, you won't get much higher than that. You already get 90% (and higher) of the advertised speeds.
