A slight overclock like that isn't anything to worry about.

If you have adequate cooling you should be allright, but overclocking could shorten the lifespan of your components.

I don't need much power, just enough for a hardrive or two and a cpu.

It rearranges files that are commonly used in conjunction or for the same purpose and places them together on the hardrive, close to each other. This way when you are using something that needs those 2 files they are right by each other so it takes less time to search the hardrive for them. Somebody else could probably give you a more technical definition.
