If you have a router you are going to have to forward a port for this to work over the internet. What model is your router if you are using one? Edit: It uses port 80 and 8481 so these are the two ports you will need to forward. This site will help you just choose your router http://www.portforward.com/routers.htm.

What package do you have? If you have the 5m package then you are getting good speeds, but if you have the 15 then you should do some tweaking.

I have never tried radmin but I can vouche for vnc and tell you its a very nice program to use and easy to configure. There are lots of options too for a free program, passwords, encryption ect.. -
Semprons are pretty good for overclocking and they are reasonably cheap, so if you happen to fry it or overtime decrease its lifespan its not that big of a deal to replace as it would be to replace a x2 4400.

It definitely could be cooler, I would suggest getting a new heatsink and fan if you are still using the stock one, or adding a fan to your case. No 45 is not too hot, but the hotter it is the less of a lifespan it will have.

Realvnc http://www.realvnc.com/download.html, would work great for that. But you would have to install it withouth a screen. Do you have an svideo out on your desktop, you might be lucky and have a tv that has an svideo in which you could hook it up to. -

19 inch is pretty big for $189 and the 8ms will be suffcient for gaming, I'd say pull the trigger unless you don't like the design, its kinda ugly but the fact is that its 19 inches and has a good response rate so it might be worth it. -

Have you tried different channels instead of using the default 6? There could be some interference on that channel, my wireless kept kicking clients off on channell six but when I changed it to 9 everything worked better.
