How about the registry, have you done anything with that? Personally if I have a new service I would wait a week or two to see how it's performing before any tweaks are used. And if your going from a much slower ISP why would you need more speed other than game or brag, my opinion. But you do have a problem and lets figure it out. Remember one step at a time, if you do a bunch of things and it works you may not know what the fix was.

Are you running a firewall or 2 firewalls that may be blocking your downloading?

I'm not sure about the software you have (regcure pcpitstop), but since you have it you should find out if it cleans the registry. From all you've said you have done I don't think cables would make a difference since the same path is up and down, but you could try. The only only other thing I can think of is a registry cleaner. Just a thought here did you happen to visually see the cable guy's test results? Also did you find Suddenlink's advertised speeds and what package do you have(how much/month)?
