Ok when it is open drag the indicator to 16000Kbps then click the bubble optimal settings, and then click apply changes. Say yes to rebbot and your done.

When you say, "Just" do you mean as in like 10 minutes ago? Have you tweaked? Have you called your ISP? Try a power cycle. For tweaking I reccomend TCP Optimizer. If you just upgraded give it some time.
