do you have a router? If so set your NIC to 100 Mbps full duplex

from that NIC you connect to a modem, how long wire do you have between your pc and modem? Also if you have dsl, make sure you have the modem connected to the main phonejacket and use as short extension wire possible to your modem.

there is a routing issue between your ISP and node 9 and 10 and that is something your ISP should be aware of...
make a new traceroute now and lets see if it changed

Set your NIC duplex mode to " vi) Force 10 Half Duplex" for Cable, for DSL it depend on the ISP service unless you are using a router, if so then set it to "vii) Force 100 Full Duplex" for both Cable & DSL
