hey dorian246 do you have a router? if so bypass it and connect your PC direct to modem via ethernet from your tweaktest "Ping stability: 97 109 139 181 175 145 115 139 163 187" thats very unstable and thats what slowing you down if bypassing dosent help, change the LAN cable from your PC to modem do you have any splitters?
