Right click on your taskbar, click properties, click the start menu tab, click the customise button, go to the advanced tab, in the Start menu items box find the Scroll Programs ckeckbox (towards the bottom) and uncheck it.

The 2 that I checked had a 2 second shutter open time, I would assume the others are the same

I have a program called Ubericon I think that lets me select an icon for any file.
Shortcut and folder icons can be changed in the properties for each.
As far as where you get them, Google works good... a lot of icons might be in png format but can be opened in Photoshop and saved as ico files.
It's really not complicated or dangerous if you follow the instructions carefully... they just have that so they don't get sued if someone starts messing around and kills their system.
