Try unplugging the router for like 30 seconds, plug it in again and see if the lights are normal. Check the router page to see if the firmware is at an updated version, if it is good. If not, then maybe you should try updating your firmware to an older one, ie: newer than the one you have, but older than the one you tried before. (1.2 instead of 1.3)

Your ip would change but that ip would be registered to your isp and then they can see that the ip is registered to you. So getting a different one won't really help for long.

If you just get a different ip it will still be tracked and your ip is what identifies you online, so a new wouldnt do much...

When you are using bittorrent clients yes people are able to see your ip. The tracker you are connected to also records all the ips that connect to it on a list. There isn't really a way to hide you ip as far as I know, what you can do is use some sort of proxy so your internet is re-routed through a different ip. This way your ip will show up as something different than your real ip. As for safety your best bet is to use private trackers that make you register, they are less likely to be RIAA of MPAA monitored.
