I had the same problem with my FIOS & google chrome. It has to be a problem within the download mgr portion of chrome. Since the dl mgr and the online instant xfer thingy run on the same schematics .

May be a bad power supply. Id start there. http://www.cheap-battery-adapter.com/compaq-ac-adapter/compaq-presario-2100-ac-adapter.html altho it comes on , id swap it just to try it out. Also needs to check the fuses and the capacitors make sure none are popped.
