If you can log enough time of files of slowness on Hughes below minimum. They have to do something. In fact if you can take provider speed tests at the busy time of the day(spiking the tests) you can report it too them on their logs,and coll them with proof. And they are bound by their minimum speeds to come out and fix it right. At least that is how it works on Hughes.net.
